In a puppy, almost everything is decided in the first months. Early education covers what really matters then: meeting people, noises and other animals without fear, learning where to go, controlling the mouth and coping with time alone. Preventing here saves correcting later.

When should you start?
As soon as they get home. The socialisation window closes at around twelve to sixteen weeks, and whatever they don't get to know well in that period costs a lot more later.
Can they go out before they've had all their vaccinations?
With precautions yes, and it's advisable: the risk of not socialising usually outweighs the health risk if you avoid areas with heavy traffic of unknown dogs. It's a decision you take with the vet, not against them.
How do you teach them to wee outside?
By taking them out a lot — on waking, after eating and after playing — and rewarding them the moment they finish outside. Telling them off for what happened indoors only teaches them to hide to do it.
