Recall training
The recall is the cue that decides whether your dog can be off-lead. It's trained by making coming back to you pay better than carrying on, and tested by raising the difficulty step by step. You never call them for something unpleasant: that's what breaks it.

Can I let them off already?
Not until they respond with distractions and in new places. The intermediate step is the long line: it lets you practise freely without the first mistake ending in a fright.
What do I do if they don't come?
Don't repeat the cue ten times in a row or go and get them angrily. You go and get them in silence and note that the difficulty there was too high. Calling and not being obeyed trains exactly the opposite.
And if they come and I clip them on to leave?
That's the classic mistake: if coming always means it's over, it stops paying off. Call them many times to reward, hold them sometimes and let them go again, and only a few times to move on somewhere else or head home.
